How can she find reliable, detailed the information about the living environment and the best apartments in any city or area?

You can research apartments by city or name. Get reviews from people who have rented.

If it is a situation like that in NYC, you may have to use the obituaries. but in Cali, things are more spread out. Go to a university and check the bulletin boards. Find out from the students, since seniors are often kings of finding great and cheap places.
