Slum Lords are in love with money, and they could care less if they are or aren't legal citizens. I hear something on the news today that illegal get a discount on their college tuition. So, it not only the landlords that are turning their backs to the law.

the managers are not using e-verify; where the ID is checked;
pros in LA can make excellent forged docs. Supposedly
with e-verify, the SSN number is compared to a data base of
who and where.

Many mgrs only want cash and will wait till they are
nailed and then, seek good attorneys.

money talks. enough cash and someone will do anything. You'd be surprised. Often large security deposits or you will see that they are paying more per month. other than that. is if someone sublets it to them.. they rent it from the person who is actually renting(illegal in most places).
