Nothing really works. That is why people keep coming back to the Multiple Listing Service. You will have to run ads in the paper and judge from the callers if it is worth continuing..
References :
one of the best ways to promote luxury is by offering luxurious packages along with the apt. For instance you might just raise the price by 2 grand and let people know that when they purchase or rent the apt, they get a free HD LCD tv.
References :
My friend's uncle runs a company that deals with brand management. Prior to meeting him I never knew about such a thing, but that might be a better way of promoting a luxury apartment.

The brand managers do something like advertising but make the branding of the company or business very attractive. For instance, what's the point of having a party and inviting rich people if they think that the apartment is not cool or popular? What's the point of taking out an ad on TV if there is no branding such that people feel a psychological link with the brand? I think brand management might be a useful addition to parties and TV.
References :
http://www.goarticles.com/cgi-bin/showa.cgi?C=1264395
